Obituary:
Judge Joe L. Fowler, age 81 of Banks, Arkansas, died Wednesday May 27, 2009, at the Bradley County Medical Center in Warren, Arkansas. He was born on May 14, 1928, in the original log house built by his great-great-grand father James Williams in 1838 in northwest Bradley County. He is the son of the late Joe H. and Elzie Reddin Fowler. He graduated from New Edinburg High School in 1947 prior to moving to Akron, Ohio, to work for Mr. W. E. Carter. He married Clara Doggett on December 24, 1949, and they raised four children on the family farm in northwest Bradley County. Other than his wife, he is survived by his children, Diane Fowler of Banks, Arkansas, Sandy Wilson of Truckee, California, Tommy Fowler and wife Pam of Pine Bluff, Arkansas, and Dr. Joyce Fowler-Hoover and husband Darin Hoover of Little Rock, Arkansas; five grandchildren, Robin Wilson of Huntington Beach, California, Jason Wilson of Tahoe City, California, Michael Wyman of Banks, Arkansas, Missy Fowler of Pine Bluff, Arkansas and Kara Hoover of Little Rock, Arkansas; and his siblings Bob Fowler of Crowley, Texas, Joan Griffin of Jonesboro, Arkansas, and Deanne Fowler of Wilmore, Kentucky. He was preceded in death by his siblings James T. Fowler, Mabel Leggett, Lacelle Swick, and Florence Fowler. Judge Fowler was a life long member of Wagnon United Methodist Church and long time cattleman and timber man, both before and after his 18 year tenure as Bradley County Judge. Under his administration a series of concrete bridges, road projects, and a hospital expansion were completed. He was particularly proud of the establishment of the UAMS Kids First program and the current ambulance service for Bradley County under his leadership. He served on numerous boards including the Arkansas Association of County Judges for 18 years, Ouachita Electric Cooperative for 20 years, Delta Counseling for 31 years, and Ouachita Valley Livestock Association for 30 years. Funeral services were 10:00 a.m. Saturday May 30, Frazerís Chapel with Rev. Marty Reep and Rev. John Kidwell officiating. Janice Sullivan was organist and soloist was Zack Plair. Burial was in Williams Cemetery by Frazerís Funeral Home. Active pallbearers were Billy Jarvis, Ricky Rooper, LaVerne Rice, Odell Wolfe, R.P. Outlaw and Gary Saunders. Honorary pallbearers were Dr. James W. Marsh, Dr. David Chambers, Rep. R. Gregg Reep, Murray Claycomb, Tim McClellan, Ioma McKinney, Kathy Richardson, Karen Belin, Jack Gambill J.W. Wagnon, Thomas Wagnon, Freddy Mobley, Betty Adair, Dale Wolfe, Wayman Mann and members Wagnon United Methodist Church.
